Historical Research

The main goal of the Commission is to fill in the existing gaps in the modern history of Lithuania by having academic specialists and expert researchers conduct and disseminate documented information both in Lithuania and abroad. Close investigation of Nazi and Soviet regimes’ crimes gives an opportunity to present Lithuania with sociological and historical researches made in Western countries in the past 50 years. It is the way to eliminate the isolation and dissociation of historical information that was common to the soviet times.

 

Research Process

Members of the Commission adopted the Outline of Work Plan, a detailed outline of proposed research, during the 3rd meeting on 29th of August 1999. The Commission is going to cover the Lithuanian occupation period in 1940 – 1990 and the crimes made at that time. Firstly the Commission introduced with the conclusions about the Lithuanian occupation period until 1953. In 2005 on May 18 the Commission Work plan was confirmed in the eighth meeting of Commission. The Plan was scheduled to study the second period of the soviet occupation.


The first Soviet occupation period in 1940–1941 and the second one in 1944-1990 are studied by The Subcommission for the evaluation of the Soviet crimes. The Subcommission for the evaluation of Nazi crimes is responsible for the period in 1941–1944 of Nazi occupation and Holocaust research.

 

 

It is intended by this to clearly distinguish between the crimes committed by the two occupational regimes and to avoid superficial analogies during their analysis and evaluation.

 

 

By researching the crimes of Nazi and Soviet occupation the Commission analyze the relationships of local and occupation authority and their role in Lithuania, the problem of collaboration, as well as the goals and methods of repression carried out by the occupying powers and their helpers. The Commission evaluates the characteristics of the different victims of repression and genocide, the reaction of Lithuanian society to the crimes carried out by the occupying powers, and the role of armed and passive resistance.

Researchers and Experts of the Commission

During the 4th meeting of the Commission in June, 2000, its members approved decisions on the expert groups and researchers for the research of Nazi and Soviet Crimes. In 2008 the list of researchers was renewed. The Commission seeks to conduct research in the most efficient and objective manner and to make the process of evaluation of the period of the Nazi and Soviet occupation regimes as transparent as possible. Researchers and experts of the Commission are famous Lithuanian and foreign researchers, specialists of the modern history.
