The leader of Lithuanian delegation and the Governmental work group to frame the suggestions for Lithuania’s actions in order to evaluate the crimes of the totalitarian regimes, the member of Parliament Mr. Zingeris presented the Lithuania’s position, as follows:
- seeking to warrant the succession of evaluation of the totalitarian regimes crimes on EU level; April 8, 2008 the EU discussion “The crimes of the totalitarian regimes” in Brussels was the beginning of the long lasting process;
- proposes to frame the EU research Commission on the crimes of the totalitarian regimes;
- proposes to establish the Foundation responsible for the information spread of the crimes of the totalitarian regimes;
- proposes to establish the EU Museum of the totalitarian regimes in Brussels;
- proposes to announce the day of The Molotov-Ribbentrop Pact the Memory Day of the victims of the Totalitarian Regimes of Europe;
- seeks to warrant the principle of non-discrimination and equal treatment of all victims of the totalitarian crimes;
- seeks the states to confirm the official reports of the damage the totalitarian regimes made.
Mr. Zingeris in his report also stressed that the spirit of solidarity of the Treaty of Lisbon do not allow to open a new page of integration when the crimes of Stalinism are not evaluated.
The Governmental work group to frame the suggestions for the Lithuania’s actions in order to evaluate the crimes of the totalitarian regimes on the EU level was established on July 9, 2007 with the decree of Prime Minister on the initiative of the Committee on European Affairs of the Parliament.
The European Commission was asked to organize such a discussions in the declaration of the Council that was confirmed on April 19, 2007 when the EU Council of the Justice and Home Affairs agreed for the main determination on racism and xenophobia. This year the EU is going to commemorate the 40th anniversary of the Prague spring and the 20th anniversary of the Sajudis Movement.
